   Transportation Worker ID Credential (TWIC)
 
  By July of 2004, the US Department of Transportation is scheduled to require transportation workers needing unescorted access to secure areas to carry a Transportation Worker Identification Credential (TWIC). Estimates cite 12-15 million American workers being affected by the TWIC requirement. The TWIC standard calls for a criminal background check on each individual receiving a credential and a biometric component as part of the access system. The likelihood is extremely high that TWIC will be a hybrid card, and will include the chip used on smart cards. The US government – in order to allow for a range of providers for TWICs – has established a Government Smart Card Interoperability Standard (GSC-IS), to help ensure credentials will work between various access systems. TWIC vendors will have to be certified by the government to issue the credential. The international maritime community wants a similar credential for mariners working throughout multiple countries’ waters.
